The story is about a special experience of a homeless street boy, Municipality, in the great city, Mumbai. A twelve-year-old boy gets arrested for stealing a wallet, and finds a newborn baby abandoned on the street while on the run from a reformatory home. He decides to find the baby’s parents. However, in this pursuit, he faces a corrupted adult world where no one takes responsibility. The reason why Municipality is so passionate about finding the parents of an abandoned baby is deeply related to his own desire of finding his own parents someday. Director Irfan Kamal addresses various causes of abandoned children in Indian society through Municipality. It is not only caused by poverty, but also class and patriarchal social value. This simple storyline draws viewers to the film and also makes them understanding and indignant at the contradiction of the social structure in which nobody takes responsibility for abandoned children. The spectacular acting by Masetr Shams in his role of Municipality plays a major role in delivering the urging message of the director. (KIM Ji-Seok)
