One Step at a Time begins with an interview of a woman who is chief of a labor union. What started out as a quiet voice gradually changes as a gang of tattooed hoodlums turns the labor union′s assembly into chaos. This is an actual event which occurred at a small hospital in Seoul on Aug. 6th, 1998. Paradoxical images of healthy people getting injured at the hospital show the savageness of management′s profit-seeking nature. Compiled with stills and videos taken by labor union members, plus media clippings and interviews of those involved, this documentary depicts the labor union in action and their refusal to concede in spite of intimidation from the management with paycuts, forced layoffs, violence, threats, etc. As the sole general hospital in northwest Seoul, Chung-gu Sungshim Hospital has been making a profit for the last decade. Blaming the Asian economic crisis, the hospital management unilaterally declares forced layoffs and salary cuts, trying to tear apart the combative labor union. This incident is an example of labor injustice chosen by the labor union. Still, management is so conceited as to ignore the outcome of a conference between the government, labor union and themselves. Within the voices of laborers lie fear and anger as well as pride and affection toward their colleagues, as they traverse the long and winding path toward the labor union′s triumph. (Nam In-Young)
