Program Note
June 2008 in the Central African Republic. The film starts with the picture of an African boy playing an instrument in the middle of a heavy downpour. The camera then slowly turns to capture the forensic scientists and specialists visiting the victims of the 2002 massacre perpetrated to prevent a coup, and then moves on to the International Criminal Court located in The Hague. Documentary director Heidi Specogna poured her heart and soul into [Carte Blanche], where she puts human faces to the witnesses of crimes, dispatched Westerners, and the legal workers of the ICC, who regularly expose themselves to as much danger as soldiers at war. They are trying all they can to bring the leader of the Congo rebel forces, Jean-Pierre Bemba, to trial on chargesof crimes against humanity, but it’s no easy task. This is the first film to put the court in The Hague on camera, and reminds us of the true documentary spirit. (RHEE, Soue-won)

Heidi SPECOGNA
Documentary filmmaker Heidi Specogna was born in Biel, Switzerland, and studied journalism in Zurich and subsequently filmmaking at the German Film and Television Academy in Berlin. She is currently on the faculty of the Film Academy at Ludwigsburg. Her filmography includes [Tania – La Guerrillera] (1991), [Tupamaros] (1997), [The Short Life of José Antonio Gutierrez] (2006), and [24 Hours Berlin] (2009).
