"A dog who dies/and who knows/that he dies like a dog/and who can say/that he knows/that he dies like a dog/is a man." (Erich Fried) State of Dogs is the retelling of a Mongolian parable about a stray dog who doesn′t want to become a man. Baasar, a stray dog shot and killed by a dog hunter somewhere in the backstreets of Ulan Bator, had always loved and trusted people. Now trust is gone, leaving his spirit with a dilemma: in Mongolia, dogs are reborn as humans, and Baasar is reluctant to return as a human. He sets out on a journey through his memory. He recalls his joyful existence as a sheep dog in the countryside; the pain and sorrow when he was abandoned by his master; the struggle to survive as a stray in the city. Without knowing why, Baasar remembers a young woman. He feels close to her and wants to warn her of a great danger: the mythical dragon Rah is threatening to devour the sun to create chaos and destruction. But Baasar′s time as a spirit is running out and Baasar must come to terms with his destiny before returning to earth as a man.

Dorjkhandyn Turmunkh
Dorjkhandyn Turmunkh was born in 1959 in Ulan Bator, Mongolia. He graduated form the School of Journalism at the State University of Mongolia. After the fall of the Soviet Union, Turmunkh became a journalist in Mongolia and for many years worked as a program director at Mongolian Television. He wrote and produced the feature film Tears of Lama (1992). In 1993, he was the production manager on City of the Steppers. In 1964, Trumunkh founded Tobch Toli Productions, an independent production company based in Ulan Bator.

Peter Brosens
Peter Brosens was born in Lueven Belgium in 1962. After studying Geography and Social & Cultural Anthropology, he worked as an anthropologist in Ecuador. In 1993, he went to Mongolia to produce a series of news programs on the first free presidential elections. During his stay, he made his first award-winning documentary film City of the Steppes, winner of such awards as the Prix Joris Ivens at Cinema du Reel 1994 in Paris and the Grand Prix at the Biennale of Graz 1995. In 1993 he co-founded Inti Films, an independent production company focusing on creative documentaries.
